As proposed, the regulation will require any hospital or medical facility in the health plan’s network to provide notice prior to admission or registration informing the patient if he or she could be handled and billed through an out-of-network provider. The notice has to be sufficiently timely to allow patients to decline the receipt of all services via an out-of-network provider at the center or contact the health program to seek and change to a different available in-network centre.
