A legislative panel at Arkansas has approved a reduction in the fee billed to insurance companies in the state that offer subsidized health care under the Affordable Care Act. The commission, expected to bring in $3.9 million this year, had gone to support the operations of the Arkansas Health Insurance Marketplace, an agency that was consumed by the state Insurance Department on March 15 as a result of a law passed in this year’s legislative session. Arkansas Insurance Commissioner Allen Kerr told lawmakers on the subcommittee that a fee collected by the federal government to support HealthCare.gov is also predicted to decline next year, from 3 percent of their premiums to 2.5%. He added the cash collected from the commission this season will go into a fund that will pay the expense of operating the Insurance Department branch that absorbed the duties of the marketplace. “The people of Arkansas have already paid with it for the next few years, and we are likely to operate it accordingly,” Kerr explained….
